This address is the fifth of the Heornle Memorial Lecture series delivered by W.M. Macmillan who describes and differentiates the political, economic and social conditions of countries outside of South Africa. He discusses the leadership that exists in these countries and suggests that all the African countries should come together and learn from each other and that South Africa, especially, has much to learn from it's neighbours.
