Authorizing the Liberian president to accept the basis of the League of Nation's Plan of Assistance to that nation and enumerating a series of reservations thereto pertaining; supposing a cooperation between the Liberian government and the Finance Corporation of America; and authorizing the Secretary of the Treasury to spend no more than $8000 towards related causes.
