Loram explains the representation of natives in the Union of South Africa. "Inasmuch as South Africa is committed to a policy of segregation, something can be said for bringing the franchise system into harmony with that policy. On the other hand I did oppose and still oppose the new system on the grounds that: (a) segregation is impossible and undesirable. (b) representation in the Senate which has no control over finance is only a shadow. The best thing about the whole business is the wisdom the Natives have shown in choosing such fine white men as their representatives... Some of us feared that the Natives would choose carpet-baggers, communists, or people who would promise them the moon."
