Disclosing the Liberian government's response to the League of Nation's proposed Plan of Assistance; describing the provisions of the loan agreement undergone with the Finance Corporation of America; recounting the aspects of the plan that are "in violation of the existing Constitution of Liberia"; reproducing the sound pronouncements of various Liberian delegates on the matter; and urging the League to reconsider the terms of its plan, "so as to be brought within the limits originally applied for by Liberia."
