'Second Highway Project in Lesotho. One component of this project includes the establishment of a labro-intensive construction project. The aim of the component is to prepare the country to deal adequately with any recurrence of an employment emergency as happened in 1974, when some 10,000 Basotho workers returned to their country from South African mines, only to find that there were no jobs for them at home. Here, workers construct an all-weather dirt road, one of two roads now being constructed by the ICU as it is called.
