First congress of the malagasy blue-cross, in the christian community home in Antananarivo. The International Federation of the Blue Cross was founded in 1877 in Geneva (Swiss) by Louis-Lucien Rochat. It is an organization engaged in the prevention, treatment and after care of problems related to addictions.
