The great inconveniences which have resulted from the excessive, immoral, illegal annual transports of slaves from Africa, America, and Asia in extraordinary numbers into these kingdoms resulting in a considerable lack of workers in the agriculture and mines in my overseas dominions... It is ordered that six months, resp. one year from the publication of this law in the ports of America, Africa, and Asia, no slave, male or female, may be transported into these kingdoms of Portugal and Algarve.
