To prevent the impious and inhuman abuse being perpetuated in some provinces of Portugal on prisoners, named blacks, negroes, mesticos, and others truly blacks, by carrying on an abominable commerce with them, usurping the liberty of the miserable children, pretending that they are born slaves, it is ordered that in the future all persons born after the publication of this law are free and eligible for all offices, honors, and dignities.
