The commerce between Angola, Congo, Loango, Benguella and the other Portuguese possessions and the mainland, which has been the exclusive privilege of certain persons up to now, is hereby declared free. Ships which have been carrying slaves for the account and risk of their owners are now free to carry slaves for anybody's account, but not exceeding the number permitted in each port.
